Ivan Enderlin 0f74133be3 feat(runtime-c-api) Build: Copy the C header files from OUT_DIR to CARGO_MANIFEST_DIR.

This patch copies the generated C and C++ header files from the
`OUT_DIR` to the root of the crate.

Wasmer Runtime C API

Generating header files

Run make capi from wasmer project root directory

The tests can be run via cargo test, E.g. cargo test -p wasmer-runtime-c-api -- --nocapture

Running manually cmake . && make && make test from the lib/runtime-c-api/tests directory
