Ensure WriteTimeout > TimeoutBroadcastTxCommit (#3443)

* Make sure config.TimeoutBroadcastTxCommit < rpcserver.WriteTimeout()

* remove redundant comment

* libs/rpc/http_server: move Read/WriteTimeout into Config

* increase defaults for read/write timeouts
