*: Enable libp2p to run via wasm32-unknown-unknown in the browser (#2320)

Changes needed to get libp2p to run via `wasm32-unknown-unknown` in the browser
(both main thread and inside web workers).

Replaces wasm-timer with futures-timer and instant.
