Split the protocols_handler.rs
module into multiple submodules (#680)
* Rename protocols_handler.rs to protocols_handler/mod.rs * Move DummyProtocolsHandler out of the module * Extract ProtocolsHandlerSelect * Extract NodeHandlerWrapper
