CI: allow to publish container with a custom fluence binary (#9) 
Now it's possible to specify the url, version, and sha256 for a fluence binary. This is used to publish containers with fluence binaries built from branches in fluencelabs/fluence repo.

Specify tag of the fluencelabs/fluence on docker image build (#5) 
It's specified via Dockerfile ARG, so now `--build-arg FLUENCE_TAG=some_tag` will build node-distro from fluencelabs/fluence:some_tag
