Change semantics of f32/f64.MIN_VALUE to match JS's Number.MIN_VALUE

* Also renames MIN_POSITIVE_VALUE to MIN_NORMAL_VALUE
* Also adds POSITIVE_INFINITY/NEGATIVE_INFINITY and NaN
